LANC Refuses to start (I have tried disabling IP-v6)

I have tried disabling IP-v6, reinstalling WinPCap, redownloading different versions and downloading from sourceforge, starting it inside of the .rar file, running as administrator, and even using the “troubleshoot compatibility” option, but no amount of tinkering and reinstalling will help. I have watched numerous Youtube tutorials, and all of them just say to reinstall WinPCap or disable IP v6.

I Have Been Having This Problem Too, But I Found Out You Need Microsoft Visual C++ 2010 Redistributable Package (x86)
